Rwanda : LEGISLATORS send back Procurement bill for further streamlining

The parliamentary Standing Committee on Budget and Patrimony has returned to the drawing board a new draft bill aimed at professionalizing the procurement industry. According to the lawmakers, the Procurement Bill had "a few issues" of unclearly specified legal assertions that called for changes. This was the second time lawmakers are returning the bill for further streamlining.

Chairperson of the committee, Constance Mukayuhi Rwaka, said further review of the Bill could not continue until the matters were sorted. She said : "We need efficiency and value for money in the procurement sector. To attain that, we need clearly stipulated laws that will call off all the issues that have existed, for well functioning and sustainable procurement in the country."

Rwaka's statement was echoed by MPs Jeanne d'Arc Nyinawase and Fidele Rwigamba, who said they could not start reviewing the Bill when there are some issues that should be clarified. Nyinawase added : "The Bill still provides for two different entities; one segment that seeks to govern the procurement profession, and another that establishes Rwanda Association of Procurement Professionals. We have to harmonise the two and come up with one legal framework."
