Ethiopia : TENDERING for rail project in ETHIOPIA postponed further

The bidding process for a tender to construct a 280km railway from Semera east to the Djibouti port of Tadjourah on the north bank of the Gulf of Tadjourah has been further postponed. This has been for the fifth time the tender has been postponed. According to Mr Getachew Betru, CEO of Ethiopian Railways Corporation (ERC), the tender was postponed after receiving request from bidders for some more time to prepare their technical and financial bids.

Betru said, "The second reason is that we needed to provide explanations to some bidders who were not clear about some points in the bid document." One contractor claims that the delay in tender has been mainly because ERC has altered the terms of tender. ERC insists that it will be accepting bids from only those contractors which have worked on projects to build a minimum of 180km of new railway or highway worth in excess of $US 200m.

India's Overseas Infrastructure Alliance is responsible for engineering design and preparation of the bidding documents, and the Indian government's contribution towards the project will be to the tune of $US 300m. Completion of the project will take around five years. ERC plans extension of the line west from Semera to Weldia, Bahirdar and Fenoteselam.
