Vietnam : TRANSPORT MINISTER asks to inspect bid package's bidding process for bridge upgrade in NORTHERN VIETMAN

Publish Date : 31-Jan-2015

Transport Minister Dinh La Thang asked to inspect the bidding process of a bidding package for the upgrading of two bridges in northern Vietnam.

This follows media disclosures of "pecuniary relations" between a transport deputy minister and a businesswoman regarding the package.

A resolution passed by Minister Thang last Friday has seen the establishment of an inspection team which is led by Le Van Doan, deputy chief inspector of the ministry.

The Transport Minister had asked to inspect the bid package's bidding process after information was published by several newspapers that Transport Deputy Minister Nguyen Hong Truong left handwritten notes on an application to execute the bid package.

The application was filed by Ms. H.T.D.H., chairperson of the T.H. Investment Joint Stock Company, with Deputy Minister Truong.

The concerned bid package, which is included in the Vietnam Road Asset Management Project (VRAMP), started on January 3 to upgrade the Trang Thua and Cong Neo bridges on National Highway 38B in Thanh Mien District, in the northern province of Hai Duong.

Vietnam Road General Department is investing in the project.

The contractor of the concerned package is a joint venture between Thuan An Trading and Development Construction Joint Stock Company and Dat Phuong Joint Stock Company, which was awarded the bid package.

The package's investment totals over VND370 billion ($17.33 million), of which approximately VND292 billion ($13.67 million) is sourced from loans from the World Bank, while the balance is covered by the Vietnamese side's counterpart capital.

The bridge upgrade would to be completed within 1 and 1/2 year.
