India : POWER MINISTRY forms expert committee to examine standard bidding document for CASE II projects

Seeking to renew interest in the 4,000 MW ultra mega power projects (UMPPs), the Ministry of Power has formed an expert committee to assess the standard bidding document for Case II projects.

This follows a lukewarm response to tenders for projects in Tamil Nadu and Odisha in which private developers withdrew from the process due to lopsided norms.

The expert committee will be chaired by ex-chief vigilance commissioner Pratyush Sinha.

The panel's members include RN Choubey, special secretary, ministry of power, Pramod Deo, ex-chairman, Central Electricity Regulatory Commission, S Vishwanathan, ex-managing director of SBI and Rakesh Kacker, a retired IAS officer.

The panel will meet for the first time on Friday.

A state official said it has been decided to form an expert panel to review bidding documents applicable for UMPP, to solve various issues related to the matter and to promote enhanced participation from investors and developers.
