Finland : HELSINKI regional transport authority, VR negotiate new operating deal

Helsinki regional transport authority HSL and national operator VR are discussing a new operating deal which would see a 3-year delay to plans to tender the running of passenger services around the capital. If VR's plan is approved and a letter of intent is signed by the end of April, the new operating deal would enter force in April 2016 and cover a 5-year 'transitional period'. A competitive tender would be held to operate services from the summer of 2021.
HSL said on 10th February, VR's plan offered cost savings of EUR 30m over 5 years, 'of the same magnitude' as the 15% saving estimates it can receive through tendering. It is also expected to allow to complete infrastructure and ticketing projects before any new operator takes over.
HSL Executive Director Suvi Rihtniemi, said : "The transitional agreement would allow HSL's passenger to enjoy the benefits of tendering earlier. The longer period for preparation also lowers risks." Tendering will proceed as slated for a new contract which would start in June 2018, if VR and HSL fail to reach a deal.
