Uganda : STAKEHOLDERS note need to bolster procurement capacity for efficient services delivery

At the recently held 10th Annual Public Procurement Sector Review Workshop in Kampala, stakeholders have noted the need to bolster procurement capacity for efficient delivery of services. The Public Procurement and Disposal of Public Assets Authority (PPDA) had held the workshop under the theme 'Strengthening Procurement Capacity for Effective Service Delivery.' Minister of Finance, Planning and Economic Development, Maria Kiwanuka, said there is urgent need for bolstering the procurement capacity in the various industries to help solve the issue of failure in absorbing finances.

She said : "One of the greatest concerns that I have as the Minister of Finance, Planning and Economic Development is the failure to absorb funds by the government entities at the end of each financial year. One of the excuses advanced by the entities for the failure to absorb funds is that the procurement processes are long resulting in inefficiency."

The minister said all activities taken up by the government need an effective and efficient public procurement system that provides quality goods, works and services in a timely manner and at an affordable price with value for money and in line with the approved specifications. Public procurement expenditure represents over 55% of the Gross Domestic Product (GDP) of the East African countries.

Under the EAC growth strategy, cooperative procurement has been viewed, at the regional level, as a vehicle for efficiently achieving regional development goals. The Minister said : "Capacity assessments indicate that governments in the region continue to miss out on opportunities for resource optimization and improved management of development projects, due to low levels of procurement capabilities and ineffective implementation of procurement strategies." She added that bolstering procurement capacity in both public and private sector will help in minimizing procurement delays.
