India : ACCENTURE, MAIT roped in to finalize procurement procedures

The state government is currently finalizing a separate IT procurement process to help the local businesses win the contracts, as local units complain about the methods adopted by various state agencies for procurement of information technology (IT) and its enabled services (ITes) products. According to officials, the state IT department has selected IT services firm, Accenture and MAIT, an apex body that represents the computer hardware, training and software sectors to finalise the procurement process. Chief secretary, GC Pati, said : "For IT related services we are trying to have a separate procurement procedure that will address the problems of the local entrepreneurs,"

Pati said this at an open house debate on the issues of MSMEs hosted on the occasion of 11th Entrepreneurs Week, He was responding to the concerns raised by the IT Association of Odisha.
In the ICT Policy, local businesses are entitled to a procurement preference for IT services and solutions being purchased by the state government, public sector undertakings, state agencies and local bodies. According to the policy, the units, will be allowed to take part in tenders in partnership or in groups.

Ex-president, ITAO, Anil Kumar Choudhury, said the groups formed in line with the guidelines of the ICT policy should be allowed to take part in the tender, or else large industries would grab the orders leaving the local units in dire strait. An ITAO official said : "Presently, the departments are adopting different guidelines for procurement of IT/ITes products. There is no uniformity in guidelines for procurement."
