India : State Cabinet grants approval to select Master Developer through Swiss Challenge method

The state Cabinet has approved the selection of the Master Developer for the core capital city via 'Swiss Challenge' method.
But the process will be scrutinized, as the system is not ranked as the best by the Central Vigilance Commission,
Swiss Challenge is an unsolicited proposal (UNP) filed with the state agency by a privately owned company with exclusive intellectual property for a public infrastructure project.
And the government is allowing others with similar capabilities to take part and file their proposals. If any proposal is better as far as cost and technology is concerned, the initial UNP proponent is asked to match it or better it to receive the project. In case he is not able to do so, it would then be offered to the best bidder.
The CVC had previously seen that there was some level of discomfort with widespread use of Swiss challenge/unsolicited proposals in the public industry on grounds of lack of transparency, and lack of fair and equal treatment of prospective bidders.
It advocated 100% competitive and open procedures for infrastructure procurement for public–private partnership (PPP) projects.
