Kenya : GOVT. procures $104M worth of good and services from disadvantaged groups

The government of Kenya has purchased goods and services worth U.S.$104 million from women, youth and the disabled in the current fiscal year.

Addressing a procurement forum in Nairobi, Cabinet Secretary for the National Treasury, Henry Rotich, said, "This is a direct result of the government’s Preference and Reservation Scheme."

Speaking at the National Public and Disposal Consultative Forum, he said, "However, this only represents three percent of the total available (procurement) opportunities. It is expected that more disadvantaged people will access government procurement due to the enhanced capacity building efforts of the public entities."

The public procurement and disposal law became effective 2013, offering a preference to women, youth and the disabled as it earmarked 30 percent of the total state procurement to "disadvantaged groups."

Rotich asked the "marginalized groups" to fully benefit from the policy and take part competitively in public procurement opportunities.

She noted, "The optimum public procurement systems are central to the effectiveness of the development and recurrent budgets of any country.",

She added that the public procurement could be used to reach targeted socioeconomic goals.
