Canada : CONSERVATIVE GOVT. - Defense procurement will now be subject to rigor of new independent, third-party challenge function

The Conservative government has announced that defense procurement in Canada will now be subject to the "rigor of a new independent, third-party challenge function". It has unveiled the first Independent Review Panel for Defence Acquisition.

The government said the panel integrates the right mix of knowledge, experience and expertise to help validate the needs for major defense procurement projects and to offer independent, third-party advice to the Minister of National Defence.

On the Prime Minister's suggestion, the Governor in Council (GIC) has formed a panel which includes Larry Murray, CM, CMM, CD (also the chair designate), Martin Gagne, Renee Jolicoeur, Philippe Lagasse, David N. Caddey as its members:
The government has said the panel is "the expert third-party panel." It will assess and validate requirements for all projects worth over $100 million, and other select projects less than this.

The government views the panel as a "third-party challenge function at DND."
