Canada : TRANSED PARTNERS consortium selected as preferred bidder for Edmonton Valley Line PPP contract

On 25 November, the City of Edmonton said that it has selected the TransEd Partners consortium as preferred bidder for the PPP contract to design, build, operate, maintain and finance the city's Valley Line LRT project.

The consortium comprises Arup, Bechtel, Bombardier, Ellis-Don, Fengate Capital Management, IBI Group, and Transdev. Following an 18-month procurement process, the selection was done from three shortlisted bidders.

The 13.1km 11-station Valley Line will be linking Mill Woods Town Centre with 102 Street in the city centre. Initially the line is expected to carry around 31,500 passengers daily.

The city would likely attain financial close by February, with construction beginning soon afterwards. Commissioning will take place late-2020 and services will be operated by a fleet of 40.6m-long Bombardier Flexity low-floor LRVs, to accommodate up to 275 passengers, 82 of them seated.

Project's total budget is of $C 1.8bn ($US 1.4bn), with $C 800m to be sourced from the City of Edmonton and $C 600m to be provided by the Alberta provincial government. $C 400m is contribution will come from the Canadian government through PPP Canada and the New Building Canada Fund.

Acting city manager Mrs Linda Cochrane said, "We feel confident that TransEd Partners shares Edmonton's vision for its future, and is the right partner to bring this vision to life. The procurement process has been very robust and the final deal is one that offers strong value for taxpayers."
