United States : Hogan forms committee to study state procurement system, propose changes

Gov. Larry Hogan has passed an executive order, forming a commission to reform what he said is the state's "increasingly unworkable" policies for the procurement of goods and services.

Hogan announced the move at a meeting of the state Board of Public Works, and put Lt. Gov. Boyd Rutherford in charge of the bipartisan, 19-member committee that will study and propose changes to the state's procurement system.

The commission will be comprised of members of Hogan's cabinet, lawmakers, private citizens and representatives of Comptroller Peter Franchot and Nancy K. Kopp.

Rutherford said the committee will submit proposals to the governor by Dec. 1, in time for changes that need legislative approval to be considered in the 2017 session.

The governor told the board he was particularly interested in reforming the state's procurement process as a result of his experience as secretary of general services during the Ehrlich administration.

He added,"The Commission to Modernize State Procurement will be a problem-solving commission and not a study group."
