South Africa : Energy Committee proposes Panel Discussions on Nuclear New Build Programme

The Portfolio Committee on Energy was briefed by the Department of Energy on the Nuclear New Build Programme. The Department briefed the Committee on the programme procurement of 16 service providers.

The 2011 National Development Plan (NDP) directs the government to conduct thorough investigations into different aspects of the Nuclear New Build Programme before a procurement decision is taken.

The NDP directed that South Africa needs a thorough investigation into the implications of nuclear energy, including its costs, financing options, institutional arrangements, safety, environmental costs and benefits, localisation and employment opportunities, and uranium enrichment and fuel fabrication possibilities.

The Committee welcomed the presentation by the department and was of the view that an important programme like this needs to be scrutinised under open and transparent process.
However, members of the Committee proposed that a panel discussion with experts in the field of nuclear should be given a platform where both sides, those that are in favour of and those opposed to nuclear, will be provided an opportunity to put forward their views.

Committee Chairperson, Mr Fikile Majola, said the panel discussion will be followed by public hearings with all interested stakeholders present. The Committee resolved that the public engagement process will take place in the first term of 2017.
