On December 29, 2017, the Japan International Cooperation Agency (JICA) signed a grant agreement with the Government of the Kingdom of Cambodia in Phnom Penh, the capital city, to provide grant aid of up to 3.17 billion yen for the Project for the Construction of Teacher Education Colleges.

The project will rebuild school buildings and provide educational equipment as basic infrastructure for a transition of two two-year teacher education colleges that educate primary and secondary school teachers to four-year teacher education colleges in Phnom Penh and Battambang Province. With the commencement of the first four-year teacher education course in Cambodia, it is expected that high-quality primary and secondary school teachers will be produced, contributing to improvements in the quality of basic education.

During the period of conflict reconstruction starting in the 1980s, Cambodia began an unconventional teacher education program with only short-term training to meet the overwhelming lack of teachers. Subsequently, the country transitioned to the current 12 + 2 system with a two-year teacher education course following senior high school graduation, increasing the number of primary and secondary school teachers and greatly contributing to the spread of basic education.

In recent years, however, the low quality of basic education caused by inadequate teacher knowledge and teaching ability has become a problem. The Government of Cambodia is aiming for high-quality primary and secondary school teachers by converting two-year teacher education colleges to four-year teacher education colleges. In the Teacher Policy Action Plan for 2015 to 2020, the Government of Cambodia plans to convert one college to a four-year teacher education college in each of Phnom Penh and Battambang, which are major cities, by 2018.

The project will provide facilities and equipment for two existing teacher education colleges in these two major cities, and the two colleges combined are expected to graduate 480 primary school teachers and 200 secondary school teachers per year after the four-year course is introduced. In addition to this project, JICA is implementing a combination of technical cooperation to assist with efforts such as curriculum and educational material development needed for the four-year teacher education courses, thus providing comprehensive support for the establishment of the countrys first four-year teacher education colleges.
