The process of evaluating tender begins with the submission of the contractor’s response to the Invitation to tender. It makes an offer to supply the asked goods and services as per the requirement of the tender implementing agency. once the tenders are being submitted the process of careful assessment begins to select the preferred contractor for the project. This process is known as tender evaluation or sometimes tender adjudication.
Although the initial evaluation of the offer is reviewed at the time of the bid openings. But a detailed evaluation or examination is done after the offers are received in compliance with the solicitation document.
Typically, while evaluating the tender, the procurement authority might consider the following criteria:
1.Price
2.Relevant experience
3.Understanding of the requirement
4.Past performance
5.Technical skills
6.Management and resource availability
7.Compliance with the invitation to tender.
Each tender response is given a score against each criterion, with 0 being the least score and 10 being the best possible score. The tenders are assessed by numbers by the assesses. There are different techniques used by the assessor to evaluate a tender.
In the simplest assessment process. The scores for each criterion are multiplied by its weight age and then added for a final average score. In complex assessment process includes certain additional benchmarks that are irrespective of the other score criterion. The bid proposal evaluation is largely dependent on the procurement methodology to determine the supplier. The client’s need and priorities would be different for each project. therefore, the assessment process will also differ from project to project.
once the procurement authority has identified the tenderer, they may enter into negotiation with them. These negotiations are opportunities to identify or clarify certain matters pertaining to proposed work or finance. generally, the contract administrator leads the negotiation with the supplier. However, but the negotiation for the tender might be led by different people at different stages for e.g. by cost consultant, lead designer or architecture client representative or project manager. Any agreement reached should be drafted carefully as this will form the final contract document.
Once the tender evaluation process is complete, the contract awards is announced. All the participating authorities are notified with their tender scores.
