Kazakhstan,Russian Federation : 2016 : EEU common public procurement market to enter into operation

In 2016, the single public procurement market in the Eurasian Economic Union (EEU) is to be launched, Member (Minister) for Competition and Antimonopoly Regulation of the Eurasian Economic Commission (EEC) Nurlan Aldabergenov said ahead of the international conference "Public procurement in the Eurasian Economic Union: problems, challenges, protection of competition” in Minsk.

Nurlan Aldabergenov said, “First of all, our countries need to organize e-procurement so that any businessman in Minsk or Vitebsk or any other place could participate in e-auctions in Russia or Kazakhstan and sign contracts.” For addressing this issue, all three countries are required to consider a lot of organizational issues, one of which is electronic keys for market participants.

In the EEE, development of the single public procurement market is very important, and “This will reduce material and financial costs, and, most importantly, will uproot corruption because, in fact, there will be no personal contacts between market participants," said Nurlan Aldabergenov.

The minister added that, the EEC commission monitors all laws adopted at the national level. He added, “If we see that a certain law restricts competition, infringes on the rights of the providers from another state, the Commission intervenes and reverses the decision.”
