Seven Seas Technologies has won a court case for a Sh221 million tender to install a data centre for Nairobi County, following an order by high court judge George Odunga quashing a ruling by procurement board which awarded the tender to a rival firm BCX Kenya Limited.
According to a ruling by Justice Odunga, the Public Procurement Administrative Review Board had no mandate to handle the matter after the complaint before it filed by BCX Kenya Limited was withdrawn. Despite the case being withdrawn, the board is said to have granted its decision on the tender dispute.
The judge says once an application is withdrawn by a party for review then the procurement board has no basis on which it can deliver a decision.
The county government plans to use the data center to end manual operations. The facility will be featuring a health management system co-ordinating the county's 85 healthcare facilities, an e-payment module to ease bill payments, a human resource management system among other features.
