The Indo-German bilateral technical cooperation Project ‘Water Security and Climate Adaptation in Rural India’ (WASCA) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) in cooperation with the Ministry of Rural Development (MoRD) and the Ministry of Jal Shakti (MoJS), Government of India. The project is focused on improving water resource management through an integrated approach at national, state, and local level with regards to water security and climate adaptation in rural areas. Composite Water Resource Management (CWRM) planning framework is developed under WASCA to address water security and climate adaptation. Gram Panchayat CWRM level plan has been developed using geo-informatic tools and participatory planning exercise. This needs to connect better with on-ground situation. Initiatives would be undertaken to include more actively the key and necessary synergies between administrative and hydrological units. The application of the improved mechanisms will be demonstrated in exemplary catchment/ sub-basins level that is more or less conforming to a district boundary. WASCA, same as its predecessor project Environmental Benefits of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA-EB), supports the implementation of MGNREGA by leveraging its outreach and financial resources to enhance environmental and climate co-benefits generated by MGNREGA employment measures.
An agency is required to undertake an assignment to implement and demonstrate the composite water resource management (CWRM) framework developed under WASCA project.
The specific objectives of the assignment are as follows:
1. CWRM Plan consolidation and mainstreaming
2. Technical backstopping to the concern functionaries at implementation level
3. Facilitate ongoing activities undertaken under the project
