Ukraine : SE "Medical Procurement of Ukraine" starts procurement of medicines under MoH budget programs

SE "Medical Procurement of Ukraine" starts procurement of medicines under budget programs of the Ministry of Health of Ukraine. The Ministry of Health of Ukraine signed the orderto which 14 out of 38 directions of purchases of medicines and medical goods are transmitted to the State Medical Purchase of Ukraine (MZU State Enterprise). Previously, this function was performed by specialized organizations that have been purchasing MOH of Ukraine since 2015.
SE "Medical Procurement of Ukraine" will implement a complete procurement cycle: organization and implementation of tender procedures; management of contracts and payments; importation of medicines and medical devices; organization of their transportation to regions and to health care institutions; monitoring the level of provision of relevant goods and services. Involvement of the MoU MoU as a professional procurement organization will allow the procurement function to be removed from the MoH of Ukraine. Starting procurement through the Ministry of Health is a strategic decision in the context of health care reform.
When purchasing medicines and medical devices, the priority for the Ministry of Health of Ukraine is to provide patients with effective and high-quality medicines in the required quantities and at a time when patients need it. It was for this purpose that a strategic purchaser of medicines and medical devices was created - MZU State Enterprise. The Ministry of Health of Ukraine and the Ministry of Health of Ukraine have developed a plan to minimize the possible risks in order to make the transition of procurement from specialized organizations to the Ministry of Health of Ukraine as safe and reliable as possible. All purchases will be made in accordance with the Law of Ukraine On Public Procurement in the Prozorro system. It is planned that the announced tendering process will start soon, after the adoption of bills 2538 , 2539, which will provide DP MoU with all the necessary tools for effective procurement. Depending on the procurement procedure, its expected duration from the start of the announcement to the conclusion of the contract - from 1 to 2.5 months.
From now on MZU State Enterprise will conduct procurement in the following areas:
Chemotherapeutic preparations, radiopharmaceuticals and accompanying preparations for the treatment of cancer patients; Medicines and medical devices for the treatment of children suffering from cancer and oncohematological diseases (except laboratory reagents and supplies); Medicines for the provision of adults with type A or B hemophilia or Willebrand disease; Medicines for the provision of children with type A or B hemophilia or Villebrand disease; Medicines and medical devices for healthcare institutions for the treatment of patients with cardiovascular and vascular diseases; Medical products for citizens suffering from idiopathic familial dystonia, spastic curvature, idiopathic oral-face dystonia; Medicines for the treatment of patients with multiple sclerosis;
Emergency medications for bleeding; Reagents for mass screening of newborns for phenylketonuria, congenital hypothyroidism, cystic fibrosis and adrenogenic syndrome; Preparations for the treatment of respiratory disorders of newborns; Medicines and small laboratory equipment for the provision of treatment of infertility of women by the methods of assisted reproductive technologies; Medications for children with cerebral palsy; Anti-rhesus immunoglobulin for the prevention of hemolytic disease of newborns; Medicines for antiretroviral therapy for adults, adolescents and children.
