The ELR has existed since 1995. At that time, a comprehensive support program for rural communities was developed from the 'Village Development Program' and the predominantly commercial 'Structural Program Rural Area'. The ELR will celebrate its 25th anniversary in 2020.
In accordance with the coalition agreement for the 16th legislative period, the ELR was further developed as a central funding instrument for the rural area. Two areas were given special consideration: living and the associated interior development as well as the promotion of CO 2 -staining building materials, especially wood.
The state government monitors and analyzes the demographic development and social and economic changes in rural areas with great care and counteracts the negative consequences of structural change in a targeted manner and with the use of extensive funding. With the ELR as a central and flexible funding instrument for rural areas, the state supports sustainable structural improvement in rural communities. The aim is to support the ecological and social modernization of the economy and society, to shape the demographic change process, to preserve the country's decentralized economic structure and to counter the emigration of people from rural areas.
The priority areas of housing, basic services, work and community facilities of the ELR address central areas of responsibility for state structural and municipal development policy. This gives the communities the opportunity to do structural development from a single source. Particular emphasis is placed on strengthening the town centers and creating contemporary living space. The lack of housing is not only an urban phenomenon, there is also often a lack of housing in the countryside. Furthermore, the provision of future-proof jobs and the securing of existing jobs are important.
By converting existing, often vacant buildings and extensive building modernization, on the one hand, the town centers should be strengthened and, on the other hand, the use of space outdoors should be reduced.
