"With the special line of village inns / basic services, the state government is intensifying its efforts to maintain village restaurants and a wide range of basic services in rural areas. In order to make our offer to the catering trade and other providers of basic services as attractive as possible, there will also be an annual program announcement in the ELR this year, said the Minister for Rural Affairs and Consumer Protection, Peter Hauk MdL, on the occasion of the tender for the special line in the ELR on Monday (March 2nd) in Stuttgart.
"As with the major program decision in 2020, the ELR focuses on the promotion of village restaurants and basic services due to the current need for action. Due to the changed demand and changed economic conditions, the question in many village restaurants, bakeries and other basic suppliers is: Invest or close This current call is aimed at restaurateurs, retailers and artisans who make an important contribution to basic services through their businesses, emphasized Hauk.
"For most communities, the village inns are a 'basic supply PLUS': food plays the main role, but village inns are also of great importance as meeting places for celebrating and discussing," said the minister. Gastronomic projects can be taken into account as part of the special line in the course of the year-round program decision as well as projects for basic services. In the 2020 program decision, over five million euros had already been earmarked for gastronomic projects. "We hope for numerous applications for innovative concepts that will help to give new impetus to village catering and basic services," said Hauk.

Another aspect is included in the funding catalog with the current call for proposals: Since the population in Baden-Wrttemberg is aging as a result of demographic change and the use of public facilities should be possible for all citizens, the ELR now also projects that serve accessibility, eligible. All people in the country should be able to take good care of themselves. In addition to proper basic care, this also includes easy access to public facilities - both on foot, supported by a walker or sitting in a wheelchair, said Minister Hauk.

The ELR has existed since 1995. At that time, a comprehensive support program for rural communities was developed from the 'Village Development Program' and the predominantly commercial 'Structural Program Rural Area'. The ELR will celebrate its 25th anniversary in 2020.
In accordance with the coalition agreement for the 16th legislative period, the ELR was further developed as a central funding instrument for the rural area. Two areas were given special consideration: living and the associated interior development as well as the promotion of CO 2 -staining building materials, especially wood.
The state government monitors and analyzes the demographic development and social and economic changes in rural areas with great care and counteracts the negative consequences of structural change in a targeted manner and with the use of extensive funding. With the ELR as a central and flexible funding instrument for rural areas, the state supports sustainable structural improvement in rural communities. The aim is to support the ecological and social modernization of the economy and society, to shape the demographic change process, to preserve the country's decentralized economic structure and to counter the emigration of people from rural areas.
The priority areas of housing, basic services, work and community facilities of the ELR address central areas of responsibility for state structural and municipal development policy. This gives the communities the opportunity to do structural development from a single source. Particular emphasis is placed on strengthening the town centers and creating contemporary living space. The lack of housing is not only an urban phenomenon, there is also often a lack of housing in the countryside. Furthermore, the provision of future-proof jobs and the securing of existing jobs are important.
By converting existing, often vacant buildings and extensive building modernization, on the one hand, the town centers should be strengthened and, on the other hand, the use of space outdoors should be reduced. Due to the concentration on the Inn development and the strengthening of the town centers, in many villages there is no longer any need for new development areas. The ELR supports, for example, the conversion of former agricultural buildings, the design of an attractive living environment in the municipalities, and the construction of grocery stores and community centers.
