The Government of the Republic of Serbia adopted today the Decree on the conditions and manner of conducting subsidized purchase of new vehicles that are exclusively electrically propelled, as well as vehicles which, along with the internal combustion engine, initiate electric propulsion (hybrid propulsion).
This regulation directly encourages the use of environmentally friendly modes of transport, as part of the implementation of measures to improve air quality, and to improve the quality of the environment.
The decree stipulates that legal persons, entrepreneurs and natural persons have the right to subsidized purchase of vehicles. The right to subsidized purchase of vehicles is not available to legal entities and entrepreneurs who have obtained the right to subsidized purchase of passenger vehicles for the purpose of renewal of the taxi transport fleet as public transport, in accordance with the Regulation on the conditions and manner of conducting subsidized procurement of passenger vehicles for the purpose of renewing the taxi transport fleet as public transport (Official Gazette of the RS, No. 94/19). Funds for subsidized vehicle purchases are allocated for the purchase of one vehicle. Incentive funds in 2020 will be allocated up to RSD 120,000,000.00.
Subsidized purchase of vehicles is carried out by the payment of the following amounts: for vehicles of types L1 and L2 (moped and light tricycle), EUR 250 in RSD equivalent at the average daily exchange rate of the National Bank of Serbia, on the day of payment of the purchase price; for vehicles of type L3 - L7 (motorcycles), EUR 500 in RSD equivalent at the official daily average exchange rate of the National Bank of Serbia, on the day of payment of the purchase price; for vehicles of type M1 and N1 (passenger vehicle with a maximum of nine seats and light commercial vehicle) exclusively electrically operated, EUR 5,000 in RSD equivalent at the official mean daily exchange rate of the National Bank of Serbia, on the day of payment of the purchase price; for vehicles of type M1 and N1 running, with internal combustion engine and electrically operated, so that the vehicle can move independently electrically for a certain period of time without activating the internal combustion engine, with the obligation to have an external power connection or charge the battery can come from both an external source of electricity (PHEV Plug In Hybrid Electric Vehicle) as well as for electric vehicles with built-in range extender with CO2 / km emissions up to a maximum of 50 g / km, EUR 3,500 counter value according to the official daily average exchange rate of the National Bank of Serbia, on the day of payment of the purchase price; for vehicles of types M1 and N1 that start a hybrid drive which, with the internal combustion engine, has at least one electric motor and can, without activating the internal combustion engine, for a certain period of time independently move solely to the electric drive, whereby the electricity to recharge the batteries is carried out inside the vehicle, with CO2 emissions up to a maximum of 100 g / km, 2500 euros in RSD equivalent at the official daily average exchange rate of the National Bank of Serbia, on the day of payment of the purchase price.
The Decree also stipulates the procedure for payment of subsidies in relation to the mode of purchase of vehicles, and stipulates that the application for subsidies should be submitted to the Ministry of Environment, with the documentation submitted with the Application.
