Daniel Gordon, the nominee to lead the Office of Management and Budget\'s procurement policy shop, told senators that, if confirmed, he intends to focus on building and developing the procurement workforce. At his confirmation hearing Tuesday, Gordon said he will study whether government has the right hiring flexibilities in place to bring staff on quickly and to determine whether salaries paid to the acquisition workforce are competitive enough with those in the private sector to ensure employees stick with federal employment.
Gordon, acting general counsel at the Government Accountability Office, also pledged to follow through on President promise to reduce the use of risky contracts by 10 percent over this fiscal year and to increase competitive practices in government contracting. Transparency will be the key to achieving both goals, Gordon told the Senate Homeland Security and Governmental Affairs Committee.
Technology gives us the tools to make our procurement system much more transparent, Gordon said. The visibility that transparency brings contributes to discouraging the improper use of high-risk contracting practices. In addition to increasing transparency, government needs to plan its acquisitions better and strengthen contract management to ensure savings and efficiency.
