India: AMD Wins Case against Maharashtra Govt

The world’s second largest chip maker AMD (Advanced Micro Devices) has won a court case against the Maharashtra state government, and got its name included in the Rs 200 crore IT tender alongside rival Intel. The IT tender had specified only Intel’s dual core specifications, for the 25,000 PCs to be procured for schools across the state. The bids are yet to be opened.
The Bombay HC, has issued a directive to the state to include AMD dual core processor as option in the tender document. The tender was to be closed within seven days from opening. But AMD filed a writ petition against the state, leading to amendments in the tender. The bids are yet to be awarded.
The tender is one of the largest ever issued by the state government to computerise and provide IT literacy across schools. It invites proposals to set up computer labs in about 2500 schools across Aurabgabad, Latur, Pune, Kolhapur, Nashik, Mumbai, Nagpur and Amravati. The project will be on a Build Own Operate and Transfer (BOOT) model for a period of five years, after which the respective companies will hand over the labs to the department of education, which runs these schools. The tender size is estimated to be about Rs 200 crore. Meanwhile, the tender mentions only one company’s software to be procured as an operating system. Similarly, there are no other PC chip vendors apart from AMD and Intel.
The tender mentioned procurement only Microsoft software for operating systems and office suite, as part of the bid. Besides, the tender involves procurement of printers, networking equipment, projectors, web cam and educational software. The tender mentions pre-loading of Nortorn, McAfee, E-Trust or equivalent anti-virus software for a 5 years license.
