United States: MRF MP Gyunay Sefers Company Wins Public Procurement For Road Construction

Sofia. Company of Gyunay Sefer, now MP from the ethnic Turkish party Movement for rights and Freedoms (MRF), won a public procurement for construction of a road in the village of Okorsh, municipality of Dulovo, on the main road to the town of Shumen. The news broke at a news conference at the Sofia City Prosecutor’s Office.
Gyunay Sefer was owner of the company when the public predicament was launched. Before the Bulmex company wins the tender, it was transferred to another person of Turkish origin – Zakir Dyunmez. According to project’s parameters, the already existing dirty road has to be covered with asphalt – a road section of 3,120 kilometers.
Then mayor of Dulovo Mithat Tabakov signs contract with the company worth BGN 1.233 million. Some BGN 356,661 has been paid to Bulmex. At a later stage, Tabakov terminates the contract over non-observation of the deadlines and opens new public procurement, which is won by Gerik company, owned by Gyunay Sefer. The contract singed with Gerok is for lower sum – BGN 395,000 and some BGN 373,723 has been paid to the company.
The Prosecutor’s Office informs that the total length of the two road sections runs to only 1.7 kilometers and there are many lapses in the work. The money for these projects is provided by the Republican Budget and the procedure is considered a fraud.
