United States: CVC for Comprehensive Public Procurement System

The Central Vigilance Commission (CVC) called for putting in place a sound and comprehensive public procurement system as a deterrent against corruption. Speaking at a CII seminar on \'competitive policy\' here, Sinha said the public procurement system is most vulnerable to corruption. \"Firms with lesser competence often survive on government contracts by exploiting the weaknesses in the public procurement system,\" he said.
Sinha said a major problem faced by procurement officials is the confusion created by multiple guidelines and procedures issued by multiple agencies. There is neither a single comprehensive public procurement standard nor a single nodal agency to deal with the public procurement policy, Sinha said.
