Nepal : PACT to introduce completely automated customs system is inked by DoC and UNCTAD

An agreement is inked by Department of Customs (DoC) with United Nations Conference on Trade and Development (UNCTAD) for improving Automated System for Customs Data (ASYCUDA) into ASYCUDA World so as to make the customs clearance process easy and transparent. DoC in a statement said that the upgradation provides opportunity for traders to submit their customs declaration, copies of letter of credit (LoC) electronically from their home or office. As per to the agreement, a customized system suitable for Nepal will be prepared within eight months and the same will be experimented in three key customs point -- Birgunj, Biratnagar and Tatopani -- in the next four months. Thereafter the system will be replicated in all other customs offices.
DoC had taken on ASYCUDA system 3 years ago. Asian Development Bank has offered grant aid of US$ 4.5 Million to the government for upgradation of customs systems. DoC will use up $1.92 million for software upgradation and capacity development of its employees. Rest amount will be used up for operation of ASYCUDA World and integrated customs network systems. UNCTAD has developed ASYCUDA which is a customs clearance system. It is in use in more than 60 countries.
DOC began execution of a 4-year Customs Reforms & Modernization Strategies and Action Plan from the previous fiscal year. It intends to modify the present customs management system. DoC under the plan intends to put in place a fully automated customs system.
The present customs system is bothersome and long as traders have to submit hard copies of all documents for customs clearance process. Once ASYCUDA World system is fully executed, they can send documents for customs clearance of their consignments electronically.
