Uganda : UGANDA launches strategy to introduce e-government procurement

The government of Uganda has embarked on a five-year action plan to introduce e-government procurement. Under the strategy, which will run until 2019, the government will implement an e-government procurement system designed to enable public bodies to enhance the management of public procurement. Adopted by the Public Procurement & Disposal of Public Assets Authority (PPDA) and supported by the World Bank, the system also seeks to boost efficiency and confidence in the procurement system and value for money.

The PPDA said : "E-procurement is one of the government initiatives to ensure that our nation remains relevant and competitive in this new era of the digital economy."

Uganda's state minister for finance (planning), Matia Kasaija, said : "E-government procurement is expected to increase transparency in public procurement. Lack of transparency breeds corruption, unfairness, lack of competition and ultimately the government does not achieve value for money as a result of paying more for a service that could be delivered at a cheaper price." The minister added that the e-procurement system would "empower our people and change their lives in ways we could not have imagined even two decades ago", if completely utilised.
