Botswana : PPADB works to hand over tendering processes to government ministries

The Executive Director of the Public Procurement and Asset Disposal Board (PPADB) has announced that the board is working towards transferring the process of tendering to government ministries. Under their strategy, Bridget John, said the PPADB will be converted into a regulatory authority by 2018 where the adjudication of tenders and functions will be hived off to state ministries and other purchasing entities.
John said : "During the 2013-2014 financial year, government approved in principle the proposal to amend the PPAD Act for the Board to devolve authority to procuring entities. The board developed a layman’s draft which was submitted to the Ministry of Finance." She said the process will rather boost responsibility and efficiency in the procurement system as well as separate execution from regulation.
Jones said this when she was asked if handing over tendering authority to ministries would not lead to corruption that the PPADB has been battling in the awarding of tenders. She added : "Accounting officers are the ones who know their budget. We want them to develop capacity to handle this process before we hand over to them so they handle their own procurement. The process of capacitating the procuring entities will ensure they have competent personnel."
