Bulgaria : BULGARIAN judicial authorities plans to introduce electronic tagging of criminal offenders under house arrest

Judicial authorities in Bulgaria plan introduction of electronic tagging of criminal offenders put under house arrest, said a prison system official on Tuesday. The electronic monitoring devices are presently used for tracking of the movement of convicts sentenced to prison terms and released on probation. Presently, law enforcement authorities have 67 electronic bracelets to monitor offenders, while there is a need for total 180 devices.

In case if a convicted criminal decides to leave his house, then with the help of the electronic bracelet strapped around his ankle, it will be possible to track his exact location. The device is designed to transmit a radio signal to a control centre round the clock. The electronic bracelets are 99% reliable. Currently, the use of tagging devices is on the rise across the EU as a cheaper alternative to keeping convicts in prison.

Former Justice Minister Zinaida Zlatanova had initiated the project under the Norwegian Financial Mechanism which provides funding for countries in Southern and Eastern Europe and can be used in 32 program areas, from environmental protection to poverty alleviation. Citing financial reasons, electronic tagging is preferred to imprisonment, as keeping a convict in prison costs BGN 5 (EUR 2.5) per day, which is nearly more than twice as much compared to BGN 2.25 for electronic tagging. The total value of the two-year project is expected at EUR 600,000.
