India : KERALA's coconut husk procurement scheme ready for a major change

The Kerala Government is to overhaul its husk procurement scheme in a move to address a long-standing demand from the coir industry to meet the shortage of raw materials. Following this new scheme, workers in the sector will be able to create a vast procurement network through ample of incentives and utilise as much of the coconut husk the State produces annually, said, Adoor Prakash, the State Minister for Revenue and Coir.
Coconut husk is the basic raw material for coir production, and its shortage is one of the biggest challenges faced by Kerala. In 2010 and 2012, schemes were introduced to streamline husk procurement, however they did not yield the expected outcome. Still, the State is dependent on husk from other States, despite availability of subsidies, said the Minister.
As per the scheme, individuals who bring raw husk for processing to accredited fibre-making units will be eligible for an incentive of 25 paise for every green husk and 15 paise for dry husk. Those coir cooperatives who procure the husk directly or through agents will be eligible to receive transport cost of INR 250 for every 5,000 husks and INR 50 for every additional 1,000 husks.
