Australia : Shared Services Procurement to introduce an Electronic Tendering System (ETS) for the ACT public sector

Shared Services Procurement will be launching an Electronic Tendering System (ETS) for the ACT public sector which is to become effective on 1 July 2015. The Agency responsible for procurement and tender services said, “An ETS will streamline the tendering process for both industry and Territory staff.” “You do not need to do anything now. The Territory will provide further information once a service provider has been selected, and implementation arrangements have been agreed.”

According to the Agency, soon, a Request for Tender process would begin, and details of the new system's implementation would be made available after February 2015 when a service provider had been selected. The ETS would serve as one central point to find publicly available business opportunities and Planned Procurements advertised by the Territory and should reduce tender response costs by eliminating the need to print, bind and courier responses. The Agency said, “It will automate a number of manual and paper-based stages in the tendering process.”

Business opportunities will only be advertised on the Territory's Tenders web page, from 1 July 2015, and starting from this date, the Territory will not be advertising business opportunities in the print media. Starting from 1 July 2015, organisations registered for using the ETS will be receiving an alert through email when business opportunities are advertised on the Territory's Tenders web page. These organisations will have to log in to the ETS to subscribe to a business opportunity and to collect the tender documentation. Also, email alerts will be sent when an addendum is issued for a subscribed business opportunity.

According to the Agency, organisations should register only once to use the ETS, and provide relevant information and agree to the terms and conditions of use as part of the registration process. Following this, they will be receiving a username and password to access and use the ETS when the registration has been accepted.
The registration process is expected to begin in May 2015.
