Azerbaijan has introduced public discussion of the draft amendments to the Law on Public Procurement.

The amending bill mentions of introduction of concept "new amendment” (coefficient) for support of local suppliers (contractors).

In this connection it is recommended to give Article 36.9 in the following interpretation: "The preferential amendment is applied during tender evaluation for the tender bids of local goods (works, services), meeting the requirements (standards) for quality and terms of the tender”.

In addition, a similar norm (Article 44.2) is even launched in the process of choice of a contractor by method of bid survey.
