Trinidad and Tobago : MINISTER invites private sector and civil society to help implement procurement law

Finance Minister Larry Howai has invited the private sector and civil society for supporting the process of implementing the public procurement legislation. The ministry has described this invitation as “an innovative approach to the implementation of legislation”, but stated the minister thought it necessary given the legislation’s complexity and change management issues that would arise at the time of execution. According to the statement, “Regulations must be written, new systems and processes developed, staff hired and/or trained in these new systems and processes and public awareness needs to be cultivated.”

In the case of the public procurement legislation, there exists an added burden of transitioning from the Central Tenders Board to the Office of Public Procurement, the ministry said. On a daily basis, all ministries, government agencies and statutory boards procure goods and services. There is a need to set up procurement units in each of these, and should be linked back to the central office. Execution of this legislation is an intricate, time-consuming process calling for careful co-ordination at all levels of the public service.

Hence, Minister Howai seeks the assistance of the Private Sector/Civil Society Group in the implementation of the public pprocurement legislation. “I must confess that when I was in the private sector I was not totally au courant with what was involved in implementing legislation. “I think it will be instructive for the Private Sector and Civil Society to be involved in the implementation process as regards Procurement Legislation. “It is my hope that not only will they get a better appreciation of the intricacy of the process but that as stakeholders they will also be able to bring their expertise and perspective to bear and ensure proper and thorough implementation of this unique piece of legislation.”
