Malaysia : STATE-owned public broadcaster paid RM103.14M to TELEKOM MALAYSIA before signing deal

Even before it officially inked a deal to lease transmission stations from the the latter, government-owned public broadcaster Radio Televisyen Malaysia (RTM) paid RM103.14 million to telecommunications major Telekom Malaysia Bhd (TM).
This has been revealed in the just released 2014 report of the Auditor-General's (A-G).
The audit also shown that RTM had overpaid TM by 20.2% for power in one station, and 28.4% for lease in another four.
According to the report, RM103.14 million payment was the total of 8 payments made from October 2012 to December 2013 for the deal that was inked in August 26, last year.
The report stated, "Checks have also found that the Finance Ministry, through a letter dated July 22, 2014, was informed that the payment to TM was made without contract and had asked the ministry’s secretary-general to give administrative reprimand to responsible officer to obey the current procurement rule which is in effect."
