Philippines : JUNE: BCDA plans to bid out package of contracts to construct the CLARK Rail Transit System

By June, state-run Bases Conversion and Development Authority (BCDA) plans to bid out a package of contracts to construct the Clark Rail Transit System, which will run from Manila to the Clark Green City. According to BCDA president and CEO Arnel Paciano D. Casanova, the Department of Transportation and Communications (DOTC) had requested the state agency to also cover the Tutuban to Malolos, Bulacan, portion of the railway.

Originally, the BCDA was to cover only the portion of the railway from Malolos to Tarlac City. According to Casanova, “This move will ensure direct connectivity of the Clark Green City with Manila.” Casanova said by May 2015, they were in plans to finalize the terms of reference for this particular bidding procedure thereby enabling them to offer the contracts to investors the following month.

Apart from covering the construction of the Clark Rail Transit System, the contract will also include the development of the commercial real estate areas together with the line and the operation of a multi-modal transport system within the Clark Green City, covering areas in Pampanga and Tarlac.

According to Casanova, Main objective of looping these contracts in a single package was to offer the winning bidder with other avenues for revenue growth considering need for the huge investments towards establishment of the Clark Rail. For the first time this type of a mode was being implemented in the Philippines. The winning bidder will be responsible to plan, design, finance, build, operate and maintain the Clark Rail - essentially an extension of the P287-billion North-South Commuter Railway (NSCR) project of the DOTC.

Along with the rail operations, the winning bidder will also have the right to develop the stations and the substantial property along the line into commercial areas. Entire project would likely cover 150 hectares of available land within Clark Green City.
