India : ALLOCATION of procurement funds in budget reduced due to non-utilisation

Chhattisgarh Medical Service Corporation Limited (CGMSCL) used less than 10% of the Rs 18 crore budget allocated to make such purchases in 2014, while Raipur Medical College and Dr BR Ambedkar Memorial Hospital are facing several operational issues due to lack of medical and diagnostic equipment.

CGMSCL, which has the responsibility of purchasing all medicines, equipment and instruments for government run hospitals, successfully spent a mere Rs 1.70 crore.

Non-utilisation of funds to the amount of Rs 16.30 crore by the corporation not only resulted in operational issues for the institution but has also caused reduction of assignment of funds for procurement in the current budget to Rs 14 crore.

Medical college dean Dr A Chandrakar said only Rs 6 crore have been assigned for this year as compared to Rs 10 crore approved in the last financial year.

He added that the college actually needs an assignment of Rs 75 crore to buy various equipments in college and hospital necessary for meeting MCI guidelines and offering quality healthcare to patients, apart from research work.
