South Africa : By month-end, the first tenders to go live on SOUTH AFRICA's new electronic public sector procurement portal

By month-end, the first tenders will go live on South Africa’s new electronic public sector procurement portal. The government has launched the e-Tender Publication Portal, a single platform for publishing tenders in a move to simplify, standardise and automate the procurement process in an effort to do away with the duplication and fragmentation of notices for government tenders.

According to the National Treasury, by month-end, tenders for 2015-16 should start going through for procurement plans that have been approved. From 1 July, municipalities will start publishing their tenders on the portal, coinciding with the start of the financial year for municipalities. During last month, the portal along with the Central Supplier Database, was announced and was launched by the Office of the Chief Procurement Officer last week.

The State Information Technology Agency will have to technically support, maintain and host the portal. The e-tender portal will feature tender notices, official tender documents along with related terms of reference and other relevant information. The Central Supplier Database will be a consolidated list of all supplier information for national, provincial as well as local government.

This portal comes as a first step towards implementing the government’s e-procurement system as part of the integrated financial management system. The National Treasury announcement said, “The benefits of the portal include cost reduction and effort associated with traditional tender publications and an improvement in transparency and accountability with regards to the award of government tenders.”
