The Power Sector Assets and Liabilities Management Corp. (PSALM) seeks suppliers for over P200 million worth of petroleum products for use in four state-owned power plants for next year.
PSALM has announced formal opening of the bidding process for the supply and delivery of industrial fuel oil (IFO), industrial diesel oil (IDO), and engine lubricating oil (ELO).
According to PSALM, it has allotted P130 million for a total of six million liters of IFO; P22 million for 800,000 liters of IDO; and P21 million for 240,000 liters of ELO -- all for Power Barge (PB) 104 in Davao. Nearly P41 million was budgeted for 1.5 million liters of IDO for the Malaya thermal power plant in Rizal.
Southern Philippines Power Corp. (SPPC) will need P1.7 million for 60,000 liters of IDO and Western Mindanao Power Corp. (WMPC) would require P500,000 for 20,000 liters of IDO.
May 28 is the date set for the auction, with a pre-bid conference to be held on May 14.
PSALM said, “Only interested parties who have purchased the Bidding Documents will be allowed to attend.”
PSALM is responsible to secure the fuel requirements of all government-owned power facilities and contracted capacities, while awaiting their privatization. South Korean firm STX Marine Service Co. Ltd. manages the 650-megawatt (MW) Malaya thermal plant located in Rizal under an operation and maintenance contract.
National Power Corp. is the owner and operator of the 32-MW PB 104, but PSALM intends to auction this off again this year following a failed bid in 2013.
SPPC and WMPC operate diesel facilities located in Mindanao to include a 55-MW plant in Alabel, Sarangani and a 100-MW plant in Zamboanga City.
