India : GOVT. establishes new organization for procurement of drugs through e-tendering process

The government has established a new organization called Jammu and Kashmir Medical Supplies Corporation Limited (JKMSCL) for the procurement of medicines, drugs and fluids through the e-tendering process for the 2015-16 year.
The government has also launched the operations of the e-tendering and uploaded the first ever online e-tender for drugs, medicines and fluids worth around Rs 150 crore for the year 2015-16.
Minister for Health and Medical Education, ARI Trainings, Choudary Lal Singh said the government gave special impetus to make JKMSCL, a 100% functional, independent and self sustained establishment with the mandate to purchase, warehouse and distribute drugs, medicines, surgical, sutures, equipment, machinery and other related items by getting every batch of drugs tested through certified medicine testing and analytical laboratories countrywide.
He added that that the e-tendering process will be open and officers of the Health and Medical Education department will have no role in the procurement of drugs and other equipments and that the Union Ministry of Health will offer every possible help in this regard.
He noted that the establishment of a self-sustained autonomous organization under the government's direct control was aimed at providing quality drugs at reasonable price to the patients of the state.
The minister added that it also aimed to procure only standard drugs by the corporation, which has been given the responsibility of Standardization of Essential Drugs of various categories for Health Institutions and also to ensure foolproof arrangements of testing, so that the quality of medicines supplied to the patients is of desired quality at reasonable price, apart from relieving the Service providers (Head of Department and Doctors) from extra burden of procurement and distribution process.
