Zambia : ZPPA to introduce electronic government procurement system

Zambia Public Procurement Authority (ZPPA) is of introduce an electronic government procurement system (E-GP) in a move to boost transparency, accountability and fairness in procurement, said Director General Chibelushi Musongole, adding that once implemented, the system will reduce procurement malpractice and improve efficiency in the monitoring of contracts.
Soon, Government and quasi-government institutions will be using the system for all public procurement transactions in Zambia, he said while speaking at a stakeholders’ workshop on the E-GP in Ndola. “This is an automated method of conducting public procurement and is also aimed at improving efficiency, openness and saving government resources,” he said.
According to Dr Musongole, the authority faces various challenges in public procurement across the country. Major challenges before the authority is lengthy procurement processes and lack of capacity and inadequate funding.
Government is spending more resources on overpriced goods and services as public entities have difficulties in adhering to procurement plans, he added.
Ensuring effective performance, the ZPPA system will be interfaced with that of the Zambia Revenue Authority, Patents and Companies Registration Agency, National Council for Construction and bank systems.
