Taiwan Province of China : TAIWANESE LED makers keep their eyes on big opportunities arising from government procurement

Taiwanese LED epitaxial wafer and chip makers as well as LED packaging service providers are keeping their eyes on big business opportunities arising from state procurement of about 700,000 LED street lamps to be installed in many cities in Taiwan next year.

The Taiwan government has earmarked a budget of NT$5.49 billion (US$177 million) to help local governments purchase about 700,000 LED street lamps to replace mercury vapor lamps, with open bids to be held in late Q3 and Q4 of 2015 and installation to start in Q1-2016.

As many Taiwanese LED makers suffered reduced revenues for the first half of 2015 because of weak demand for LCD TV backlighting and large drops in LED lighting pricing, major Taiwanese makers are expected to take part in the open-bid competition.

The open-bid competition will be based on balanced consideration of product quality and price, but winning prices for an LED street lamp would be as low as NT$7,000-8,000 or even lower due to strong competition.

Everlight Electronics, Delta Electronics, Leotek Electronics and Leadray Energy were the main winners in local governments' open bids to purchase LED street lamps in 2012, and Delta Electronics and Leotek won a PFI (private finance initiative) open bid held last year by the New Taipei City Government to purchase 220,000 LED street lamps.
