Indonesia : More local infrastructure projects developed by ADB to use government systems
Publish Date : 15-Jul-2015
More local infrastructure projects developed by the Asian Development Bank (ADB) will soon use government systems in what the bank's top executive calls as "the most fundamental shift" in its operations in Indonesia.
The new ADB country director for Indonesia, Steven R. Tabor said tendering or procurement methods for infrastructure projects funded by the bank will now use government-designed methods, rather than ADB's system of work.
An analyst who has advised the Indonesian government for 3 decades, Tabor, noted the progress of governance and bureaucratic reforms in Indonesia could be better than many perceive.
He said, "When we look at the systems in place, they are actually quite good, “Your environmental standard in Amdal [environmental impact analysis] is actually better than ADB’s system, while the country’s e-procurement system is one of the best procurement systems in Asia Pacific."
Criticism of multilateral organizations usually center on their intervention in or excess authority over the projects that they finance, as they get to select the materials, design or approaches to complete the projects.
But, Tabor said, in the case of ADB, the bank would soon be less engaged in a project's design or in the procurement of its materials, as it trusted the government and its e-procurement system to do the jobs.
