Ireland : RENUA proposes reforms to public procurement

In order to boost transparency, innovation and the involvement of smaller enterprises, a new political party in Ireland launched in March, Renua, has proposed reforms to public procurement.

The party's leader Lucinda Creighton announced the policy and said it believed all government procurement decisions should aim to promote the growth of small enterprises.

Renua said the government of Ireland spends nearly EUR 13 billion (9 billion) every year on goods bought from private sector service providers.

Creighton said there was no national vision and direction behind the country's public procurement strategy, and too much dependance on a one-size-fits-all 'big government' framework model, rather than more competitive localised lots.

The the reforms would see Renua introducing social impact clauses requiring government purchasers of goods and services to consider the socioeconomic and environmental impacts of their purchasing.

Failure to do so would be grounds to suspend the award process and/or an appeal to the ombudsman.
