South Africa : ANC urges Government to intensify use of tenders for economic growth

In its National General Council (NGC) discussion document, the African National Congress (ANC) has urged the government to intensify the use of tenders for economic growth.
The ANC asked to use public procurement and state concessions as policy tools for economic development.
The ruling party said in a section on procurement, "The state needs to incorporate procurement targets, skills formation targets, broad-based black economic empowerment, (and) small, medium, micro, enterprise and co-operatives targets.... Tenders must be issued in an open and transparent manner that does not compromise our objectives," said a resolution from its 53rd conference, which was held in 2012."
The NGC, which comes 30 months after the ANC's 2012 Mangaung conference, will be held between 9 to 12 October at Gallagher Estate in Midrand.
It asked SA to lead by subscribing to local and multi-lateral initiatives that boost transparency, in pursuit of attaining open and transparent tendering.
The ANC gave the examples of the Extractive Industries Transparency Initiative and the Kimberly Process Certification.
ANC head of policy Jeff Radebe said the NGC would review progress made in implementing the resolutions taken in 2012, analyze challenges faced and lessons learnt and identify challenges.
Nearly 3 000 people were expected to take part in the NGC. of which 2 500 would be delegates representing the ANC's branches.
