Most of the measures to fight procurement corruption are buyer-centric through procurement policies. To efficiently manage corruption, the measures have to be inclusive. They also have to tackle the other critical element in procurement contracts of the suppliers.

There is cut-throat competition to win business application of sinister means to secure business is inevitable. In this case, specific anti-corruption steps relating to control of suppliers have to be enshrined in the law in addition to regulations relating to public procurement process. Measures that have been widely used to control the rot include debarment, integrity pact and penalties.

Suppliers are discouraged from getting involved in corrupt practices by imposition of temporary or permanent exclusion and disqualification from participating in public contracts. Suppliers engaged in dubious dealings whether in the public or private sector might be excluded from taking part in public procurement if the law provides.
