The Government invited bids for supply of laptops. The first attempt proved to be unsuccessful due to procurement scandals.
According to ICT Cabinet Secretary Fred Matiang'i, firms keen on engaging in procurement scandals in the tenders will not be allowed to do business in the country. On Friday, during a press briefing to unveil the logo of the new 'Digital Learning Programme', Dr Matiang'i said, We have considered very harsh penalties with the help of the Attorney General, we will take a tough stance on applicants making the process scandalous.
The government only wants public institutions having capacity to create local assembly lines to participate in the Sh17 billion laptops project, in order to avoid procurement woes. There will be tax incentives for institutions which will set up local assemblies.
The firms will have to supply specific laptops for teachers, learners and special needs leaners, and should also be able to supply servers, routers and projectors.
The ICT ministry have stated that the laptops should be easily portable and be able to withstand rugged operating conditions, and should also have a long life battery with low power consumption.
Complete launch of the project is expected in January, by then both class one laptops and class four to eight laptops will be delivered.
The Government plans to join hands with private sector for education content development.
