Australia : Joondalup decentralisation options progress

The State Government is undertaking a restricted request for proposal (RFP) process investigating options to move Government office accommodation to Joondalup, Premier Colin Barnett confirmed today. "Joondalup has grown into a dynamic northern metropolitan centre, made even more popular thanks to the recently redeveloped shopping precinct and expanding health and education facilities," Mr Barnett said.

"We are focused on agency decentralisation into this vibrant community, where it represents real value for money. "This sort of move promises to improve local access to services and boost the economy, while at the same time helping reduce road congestion in the Perth CBD. "This process could result in the procurement of up to 11,000 square metres of office space, with 800 public servants potentially relocating to Joondalup in late 2018."

Finance Minister Bill Marmion said that, subject to a value-for-money option being identified, the Department of Finance would enter lease negotiations with the preferred proponent. "But changes in the State's finances and the Perth property market means it is vital we carefully evaluate the options," Mr Marmion said.

"That is why the open and competitive Expression of Interest (EOI) and RFP processes are so important. "The Department of Finance is working closely with the office accommodation sector to ensure the move delivers not only for the Joondalup community but also for the taxpayers of Western Australia."

The RFP is the second part of a two-staged procurement process, after the EOI initially shortlisted proposals for a new building of modern design, including end-of-trip facilities and close proximity to public transport, parking and amenities. The Department of Finance has recently closed out the RFP and is evaluating the submissions received. If the RFP outcome is favourable, lease negotiations could proceed late this year.
