The European Union Council adopted a framework-agreement on Morocco's participation in the EU-led crisis-management operations, setting rules of responsibility, command and discipline to avoid that the two parties negotiate an agreement for each participation.

A release of Morocco's mission to the EU said Morocco becomes the first Mediterranean and African country to conclude this agreement.This agreement is "necessary for optimal operation of a potential Morocco-EU cooperation in a crisis-management mission, the release points out, noting that the agreement does not affect Morocco's autonomy as to any decision to participate in this type of operations.

The EU's request for this agreement with Morocco is "a token of recognition of the experience, good will and esteem enjoyed by Morocco at the EU".The EU has concluded 13 similar agreements and invited 13 partner countries.
