Kenya : WORLD BANK praises KENYA for implementing e-procurement

The World Bank has praised Kenya in regards with the progress the country has made in automating the management of public funds.
According to the World Bank team in charge of the Kenya Transparency and Communications Infrastructure Project (KTCIP), till date Nairobi has achieved major milestones towards the implementation of the Integrated Financial Management System (IFMIS), e-procurement system to enhance transparency in services.
Arleen Seed, head of the KTCIP after an interactive session with IFMIS users, said, "We have seen that the system works and we are happy with the effort that the National Treasury has put into the implementation process. Being implemented by IFMIS Department at the National Treasury, IFMIS, is among the key KTCIP projects funded by the World Bank.
Seed said, "Kenya is a leader in ICT and we would like to replicate what the Country has done in terms of IFMIS and e-procurement in other African countries. As part of its review process, the World Bank team paid a visit to Nairobi and Nyeri counties. The IFMIS e-procurement system apart from increasing accountability and transparency in the tender award process, also speeds up payments made to suppliers.
Earlier, delayed payments have taken longer and have even affected the cash flow for private businesses supplying goods and services to government institutions. The various aspects of the IFMIS system was reviewed by The World Bank team, comprising of experts in ICT, budget and e-procurement, and were satisfied with the progress that the country has made, especially the automation of procurement processes.
Gurcharan Singh, a senior procurement specialist at the World Bank, said, "We are impressed with the substantial reduction of physical cash transactions, because of e-procurement. We are happy that Kenyans have embraced automated transactions. The visit to both the counties included a briefing session from the county executives in charge of finance along with their teams on their experience with the IFMIS system. It even included practical sessions with the users in the counties, where they carried out transactions using the system.
