Australia : Nominations open for Local Benefit Advisory Panel

The independent panel of up to 20 individuals will review and advise on Buy Local aspects of tender responses and contracts that are worth more than $5 million. Minister for Business Peter Styles said the panel would enhance the transparency of the procurement process and ensure government evaluation teams have access to all relevant information relating to Buy Local elements in making procurement decisions.

The panel will use its local knowledge to provide advice to the relevant government agencies on the local benefits proposed by tenderers in their submissions and any proposed changes to local content and benefits during the contract term, Minister Styles said.
Were looking for up to 20 individuals with a long-standing commitment to the Territory who are not Northern Territory Government employees.

They will provide comprehensive, substantiated advice to inform government agencies' procurement decisions on large tenders. All panel members will need to abide by confidentiality requirements and strict conflict of interest provisions. Three panel members will be selected to provide advice on each tender and will be required to deliver fast turnarounds to ensure the tender process is not slowed.

The Country Liberals Government consulted widely over many months with local businesses, industry, associations and other stakeholders before releasing the Buy Local plan earlier this month, Mr Styles said. Business was telling us the Local Development and Value Adding (LDVA) processes were too complicated and usually were of no benefit to local businesses.

The Buy Local plan will ensure the $3billion spent annually on goods and services by the Territory Government will deliver the greatest benefits for Territory businesses, our families and our economy. Key changes included increasing the minimum weighting in favour of local content and benefits from 20% to 25% in all quotes and tenders and introducing mandatory local quotes for projects/contracts up to $100,000.

There are 14,280 registered small to medium enterprises in the Territory and the Buy Local plan reflects the Northern Territory Governments commitment to supporting local business.
